Create an image of the layout as a ".png" file.  You may use any kind of drawing tool for that.

Create a keytable as a ".svg" file, which defines keys as combinations of a touch sensitive area and character(s). This is done by making a drawing with OpenOffice.

Upload the two files to this site. That will generate a package with the two files in. All done in this webpage and very simple.
